Jake Rascoff

Jake joined RFA with more than a decade of experience working at the intersection of energy and capital markets. Prior to joining the firm, he was a director at Ceres, a nonprofit organization whose institutional investor and company members work with Ceres on policy advocacy and regulatory strategy related to climate change and sustainability. At Ceres, Jake was director for securities regulation and disclosure. He worked with the Securities and Exchange Commission and other federal regulatory agencies, members of Congress, and state policymakers and agencies to advance corporate and investor members’ priorities in administrative rulemaking and legislative activity. His areas of focus included corporate disclosure regulations, shareholder engagement, carbon markets, and greenhouse gas accounting standards.

Prior to joining Ceres, Jake was assistant legislative director and legislative assistant for Senator Brian Schatz (D-HI), covering energy, financial regulatory, and tax policy. He worked for Senator Schatz from 2018 to 2023 and served as a lead staffer for the Senate Democrats’ Special Committee on the Climate Crisis, which Senator Schatz chaired. He previously worked on energy policy for Congressman Josh Gottheimer (D-NJ-05) and Senator Michael Bennet (D-CO). Before working in Congress, Jake was an investment banking analyst at Goldman Sachs in New York from 2015 to 2017. He worked on the Natural Resources Equity Capital Markets team to help energy clients raise capital, focusing on the oil and gas exploration and production and oilfield services sectors.
